rotation llGetLocalRot()
Returns the
local rotation of the (
child)
object relative to the
root/
parent object's rotation.
If this is
called on the root (parent) object, or an
unlinked object, this returns
llGetRot() instead. If the object is attached then it returns the rotation of the object relative to the attach point.

Use
llSetLocalRot to set the local rotation.
